The first restrictive measures were adopted in 1996 (Common Position 96/635/CFSP). They were renewed in 2006 and extended in 2009 in view of the situation in Myanmar/Burma, in particular the lack of improvement in the human rights situation and the absence of substantive progress towards a inclusive democratisation process. The measures decided in 2013 and modified afterwards include a ban on the export of arms, dual-use items and equipment which might be used for internal repression, a ban on the export of surveillance equipment and the freezing of funds and economic resources of certain persons, entities and bodies responsible for serious human rights violations.

There are currently many persons on the list of people whose funds and economic resources are frozen.
