On 23 October 2023, the Council adopted a framework for targeted restrictive measures in view of the situation in Niger. The decision provides for the freezing of the funds and economic resources of, and the prohibition to make funds and economic resources available to, certain natural or legal persons, entities or bodies responsible for actions that threaten the peace, stability and security of Niger, undermine the constitutional order, democracy, the rule of law, in particular those who are responsible for the arbitrary detention of democratically elected authorities of Niger, or constitute serious human rights violations or abuses or violations of applicable international humanitarian law in Niger, and against natural or legal persons, entities or bodies associated with them. Natural and legal persons, entities and bodies subject to the restrictive measures will be listed in the Annex to Decision (CFSP) 2023/2287 and Regulation 2023/2406/CFSP.
